MCA collects and stores your inert construction waste at its Douzy ISDI (classified ISDI 3+) and Foisches, and also accepts inert waste at the Vignory and Montcornet quarries as part of their rehabilitation. On-site pick-up or direct drop-off.

Key facts

MCA accepts, at its authorised ISDI and quarries, the inert waste eligible under the regulations in force, in particular non-hazardous soil and stones (code 17 05 04), as well as certain mineral waste from construction, demolition and earthworks activities (concrete, bricks, tiles, ceramics, glass, subject to regulatory compliance).

Any acceptance is subject to a Preliminary Acceptance Request (Demande d'Acceptation Préalable - DAP) and to MCA's validation, in accordance with the French ministerial decree of 12 December 2014 on the conditions for the acceptance of inert waste. Waste must in particular be identified, traced and meet the applicable regulatory criteria.

Materials may be dropped off directly at our sites or picked up on the construction site throughout northern France. Flow traceability is provided via Trackdéchets.

As part of a circular economy and logistical optimisation approach, MCA may also offer return freight solutions in aggregates.

Collection and storage of your inert waste.

Two operating modes: you drop off your waste at our sites (ISDI or quarry under rehabilitation), or we pick it up at your construction site with our transport fleet.

  • Douzy ISDI (08140) – facility classified ISDI 3+, accepts materials exceeding thresholds under conditions. Possibility of accepting and recovering cross-border inert waste as part of the rehabilitation of the quarry.
  • Foisches ISDI (08600) – inert waste storage facility (ICPE category 2760-3)
  • Vignory quarry (52320) – acceptance and recovery of inert waste as part of the rehabilitation of the quarry.
  • Montcornet quarry (08090) – acceptance and recovery of inert waste as part of the rehabilitation of the quarry.
  • Accepted materials – soil and inert stones (17 05 04), bricks, unreinforced concrete, tiles — per the list of the French decree of 12 December 2014

ISDI and inert waste – your questions.

What is an ISDI?

An ISDI (Inert Waste Storage Facility) is a site authorised to receive and store inert waste from construction sites: soil, natural stones, bricks, concrete, tiles, glass. Storage is regulated by ICPE regulations (category 2760-3).

Which waste is accepted at MCA sites?

MCA accepts waste under code 17 05 04 (soil and inert stones) and inert demolition materials: bricks, unreinforced concrete, tiles, glass. All waste must be subject to a DAP (Demande d'Acceptation Préalable - Preliminary Acceptance Request) validated by MCA prior to any delivery.

What is a DAP and how do I get it validated by MCA?

The DAP (Demande d'Acceptation Préalable, Preliminary Acceptance Request) is a mandatory document that the waste producer must submit to MCA prior to any delivery at an ISDI. Governed by the French decree of 12 December 2014, it describes the producer, the origin, the nature and the quantity of the waste, and where applicable the analytical results (leaching test for materials not listed in annex I). MCA examines the DAP and validates or rejects it based on compliance with the thresholds of French ICPE category 2760-3. Without a validated DAP, no delivery can be accepted. What does ISDI 3+ mean?

An ISDI 3+ is a facility authorised to accept materials slightly exceeding standard regulatory thresholds, under conditions and on the basis of specific analyses. The Douzy site of MCA Matériaux Concassés Ardennais is classified ISDI 3+. The Foisches ISDI is also operated by MCA.

What is the difference between an ISDI and a quarry under rehabilitation?

An ISDI (ICPE category 2760-3) is dedicated to the final storage of inert waste. A quarry under rehabilitation only accepts inert waste to reconstruct the topography and restore the site after operation (regulatory framework of the French decree of 22 September 1994 on quarries). At MCA, Douzy and Foisches are ISDI; the Vignory and Montcornet quarries accept inert waste as part of their rehabilitation.

Is on-site pick-up of construction waste possible?

Yes. MCA offers two options: you bring your waste to the appropriate MCA site (Douzy or Foisches ISDI, or Vignory/Montcornet quarry under rehabilitation), or the MCA fleet picks it up at your construction site throughout northern France. Possibility of return freight: the truck leaves loaded with aggregates.

What waste traceability?

MCA provides complete traceability via Trackdéchets, the official platform of the French Ministry of Ecological Transition for the digitalisation of waste tracking forms covering waste, excavated soil and sediments. Every movement is recorded and a digital tracking form is issued. Trackdéchets has integrated and replaced the former RNDTS register.

Where are MCA's receiving sites located?

MCA operates two ISDI (ICPE category 2760-3): Douzy (Route de Francheval, 08140 Douzy, classified ISDI 3+) and Foisches (08600 Foisches, Ardennes). And two quarries accepting inert waste under rehabilitation (outside ISDI classification): Vignory (52320 Vignory, Haute-Marne) and Montcornet ("Triage de Renwez", 08090 Montcornet).
